AED has been fulfilling mission critical operations for the HOTD since 2007. We are responsible for maintenance and operation of more than 100 government office buildings, including the White House. The contract involves many disciplines, independently working on different tasks at multiple locations. AED has a staff of 14 who are based at the GSA HOTD central plant and supports the west plant, five miles away.
AED is the prime contractor and responsible for maintenance and operation of the facility. Services we provide include acquisition, budget, building management, construction management, environmental, facility operations, electrical, chemical, mechanical, and industrial engineering, estimating, scheduling, and project management.

GSA Director of the HOTD, David Mbonu, gave AED’s performance a superior rating of “10” in the categories of “Ability to understand/comply with customer objectives and technical requirements” and our “Record of conforming to contract requirements and to standards of good workmanship”.
AED received a “9” in “Effectiveness of assigned personnel in terms of the appropriate mix of education and experience to accomplish the requirement”; “Adequacy/ effectiveness of QC program”; the “Quality/effectiveness of sub-contracted efforts”; and “Contractor implemented responsive/flexible processes to improve quality and timeliness of support.“
AED received superior ratings (10) for our ability to recruit and maintain a quality workforce. The specific categories were: “Ability to hire/apply a qualified workforce to this effort” and “Ability to retain a qualified workforce on this effort.”

The GSA Director awarded AED a rating of “10” in the category of “Effectiveness of overall contract management (including ability to effectively lead, manage and control the program).”
AED received a rating of “9” for “Timeliness/effectiveness of contract problem resolution without extensive customer guidance”; “Ability to successfully respond to emergency and/or surge situations”; “Effectiveness of material management (including Government Furnished Property or Material)”; “Contractor implemented responsive/flexible processes to improve quality and timeliness of support”; and “Contractor’s adherence to contract schedules.”
For our abilities to effectively transition, AED was rated “9” in the categories of “Contractor ability to smoothly transition resources and personnel” and “Contractor effectiveness on maintaining continuity of mission support while transitioning/phasing in resources and personnel to support other efforts.”

Dr. Mbonu awarded AED a superior rating of “10” for our “Ability to meet forecasted costs and perform within contract costs.”
- Contractor’s Behavior
AED was pleased to receive a “10” from Mr. Mbonu for our “history of reasonable and cooperative behavior and commitment to customer satisfaction“; and for the category of “Contractor was reasonable and cooperative in dealing with your staff.
For our “Record of conforming to contract requirements and to standards of good workmanship”, AED received a rating of “9” from Dr. Mbonu. He also noted that AED exhibited “business-like concern for the interest of the customer.”

When asked the question “Would you hire this contractor in the future to perform one of your critical and demanding programs?”, Dr. Mbonu stated that “Yes”, he would hire AED.
AED received a rating of “10” from Dr. Mbonu for “Contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction.”
Mr. Mbonu wrote that AED’s greatest strength on this contract was that we were “very professional, proficient and effective in the execution of the contract” and that there were “no significant weaknesses.”
